I think this falls under the part about “anything more recent than about mid-20th-century was held to a pretty stringent standard of universal acceptance in the canon,” which by the way is also just an arbitrary thing I said so I can make whatever decisions I want (the true purpose of teiring). The complete reason for exclusion of “Wonderful Christmastime” is somewhere in the Venn diagram of the acceptance standard, my own unfamiliarity with the song, and that I didn’t want to pile too much in the second-to-last tier. (Nothing else belongs in the bottom tier with “Christmas Shoes.”)
